Ontario’s provincial immigration program helps the province nominate eligible foreign workers and professionals for Canadian permanent residence based on Ontario’s labour-market needs.

Ontario redesigned the OINP in 2026. The previous eight streams have closed and the new Ontario Workforce Priority stream is now the active OINP pathway.

PROGRAM OVERVIEW

What Is the OINP?

The Ontario Immigrant Nominee Program is Ontario’s economic immigration program. Ontario can nominate eligible candidates who have the skills, experience and qualifications the province needs. A provincial nomination does not itself grant permanent residence: the final permanent-residence decision is made by Immigration, Refugees and Citizenship Canada.

Under the current 2026 framework, the OINP’s active pathway is the Ontario Workforce Priority stream. It includes pathways for workers with permanent Ontario job offers across all NOC TEER categories, as well as a separate pathway for eligible self-employed physicians.

The former Employer Job Offer, Masters Graduate, PhD Graduate and Express Entry OINP streams were closed as part of Ontario’s 2026 redesign. Applications already submitted under a former stream are assessed under the rules that applied when they were submitted.

Your requirements depend mainly on the TEER category of your Ontario job offer. Self-employed physicians follow a separate pathway.

TEER 0–3

For candidates with a full-time, permanent Ontario job offer in a NOC TEER 0, 1, 2 or 3 occupation.

TEER 4–5

For workers with a full-time, permanent Ontario job offer in a NOC TEER 4 or 5 occupation.

Self-Employed Physicians

A special route for eligible physicians practising in Ontario without requiring the standard employer-supported job offer.

  • Be eligible to receive payment for publicly funded health services and have an OHIP billing number.
  • Be a member in good standing with the College of Physicians and Surgeons of Ontario.
  • Hold an eligible independent, academic or provisional certificate of registration.
  • Postgraduate education licences do not qualify for the self-employed physician route.

What Ontario Looks For

Meeting one requirement is not enough. Both the applicant and, where applicable, the employer and job offer must satisfy the program rules.

Eligible Ontario Job Offer

For job-offer pathways, the position must generally be full-time, permanent, primarily based in Ontario, urgently necessary to the employer’s business and meet the required wage level.

Work Experience or Licence

The experience route depends on your TEER category. Certain regulated occupations may qualify through a mandatory licence or authorization instead of the standard work-experience route.

Language Ability

TEER 0–3 generally requires CLB 6, with CLB 5 for listed skilled trades; some recent Ontario graduates can qualify without a language test. TEER 4–5 requires CLB 4.

Education

TEER 0–3 generally requires qualifying post-secondary education, subject to skilled-trade and licensing rules. TEER 4–5 requires at least Canadian secondary school or equivalent.

Legal Status in Canada

If you are in Canada, you must maintain the legal status required by the program and provide supporting status documents where applicable.

Intent to Live in Ontario

You must demonstrate a genuine intention to reside and work in Ontario after nomination.

EMPLOYER REQUIREMENTS

Your Employer Is Part of the Application

For the job-offer pathways, your employer must qualify under OINP rules and obtain approval for the employment position. The self-employed physician pathway is different and does not use these standard employer requirements.

3+ Years Business must generally have been active for at least three years.
Ontario Premises The employer must maintain eligible business premises in Ontario.
Revenue Test Current thresholds vary by location: $1M in the GTA, $500K in specified regional centres, and $250K under the rural-location rules.
Employee Test Generally at least 5 Canadian citizen/PR full-time employees for GTA locations or 3 outside the GTA.

Revenue, employee, recruitment and wage requirements are detailed and location-specific. They should be reviewed against the employer’s exact work location before an application is submitted.

APPLICATION PROCESS

From Job Offer to Permanent Residence

The current Ontario Workforce Priority process involves both the employer and applicant before a nomination can be issued.

    Employer Creates the Job Offer

    The Ontario employer registers in the Employer Portal and submits the job-offer information for the position.

  2. 02

    Register an Expression of Interest

    The candidate receives a job-offer ID and must register an EOI within 30 calendar days of the employer submitting the job offer.

  3. 03

    Wait for an Invitation to Apply

    Ontario may issue general or targeted invitations based on EOI ranking and labour-market priorities. Registering an EOI does not guarantee an invitation.

  4. 04

    Employer Submits Position Application

    After an invitation, the employer generally has 14 calendar days to submit the application for approval of the employment position.

  5. 05

    Applicant Submits OINP Application

    The applicant generally has 17 calendar days from the invitation date to submit a complete nomination application and pay the fee, after the employer submits first.

  6. 06

    Nomination & Federal PR Application

    If nominated, the applicant receives nomination documents and must apply to IRCC for permanent residence within the applicable deadline, currently six months.

There is currently no fee to register an Expression of Interest. Fees are payable if you receive an invitation and submit an application.

Documents You May Need to Prepare

Exact documents depend on your pathway and circumstances. A complete application should support every eligibility requirement and every EOI point you claimed.

Identity & Status Passport, immigration status and related personal records.
Employment Evidence Reference letters, duties, dates, hours and compensation evidence.
Job Offer Evidence Employer-supported offer details, occupation, duties and wage.
Language Test IELTS General, CELPIP General, PTE Core, TEF Canada or TCF Canada where required.
Education / ECA Canadian credentials or valid foreign-credential assessment where required.
Licence / Authorization Proof of professional or trade authorization where your occupation requires it.

Eligible candidates enter an EOI pool and are assigned points. Ontario may issue general or targeted invitations to the highest-ranking candidates based on provincial priorities.

Occupation & TEER Your NOC TEER level and occupational category can affect your score.
Employment & Wage Job-offer wage and Ontario/Canadian work factors can contribute points.
Language & Education Higher language results, bilingual ability and Canadian education can add points.
Regional Location Ontario currently awards additional regionalization points outside Toronto.

FREQUENTLY ASKED QUESTIONS

OINP Questions

Are the old OINP streams still open?

No. Ontario announced in June 2026 that the previous eight OINP streams were closed as part of the program redesign. The active framework is now the Ontario Workforce Priority stream. Applications already submitted under a former stream continue to be assessed under the rules that applied when they were submitted.

Do I need an Ontario job offer?

The TEER 0–3 and TEER 4–5 pathways require an eligible full-time, permanent Ontario job offer supported by an eligible employer. Eligible self-employed physicians can qualify without the standard employer-supported job offer.

Does registering an EOI guarantee an invitation?

No. Ontario ranks candidates and may issue general or targeted invitations based on program priorities. An eligible EOI can remain in the pool without receiving an invitation.

What language score do I need?

Under the current rules, TEER 0–3 generally requires CLB 6, while listed skilled-trade occupations generally require CLB 5. Certain recent Ontario graduates may qualify without a language test. TEER 4–5 requires at least CLB 4 in all four abilities.

How much does the OINP application cost?

Under the current Ontario Workforce Priority rules, the application fee is $2,000 for a GTA job offer or qualifying physician practice, and $1,500 outside the GTA. Registering an EOI itself currently has no fee.

What happens after Ontario nominates me?

A nomination is not the final permanent-residence approval. You must still apply to Immigration, Refugees and Citizenship Canada. Ontario currently instructs nominees to submit the federal permanent-residence application within six months of nomination.
